Before I read the how to play I saw harmless offering and knew you were onto something here, makes me wonder if we could find more cards that could pass it over to the opponents and maybe try making a hot potato deck.

I'm not a big fan of formation decks but I will try to help.
Maybe running shape the sands for combat tricks, maybe something to dig for Assault formation?
I would add some sort of interaction cards like removal so that your opponent doesn't destroy you late game > Declaration in Stone is a good one

Ever since I saw your first post I've been trying to comment and like more decks man.
But I got annoyed since people kept on just commenting on your original post because they could've been commenting on other decks such as suggestions or discussion. Either way I think you've really put the problem in the spotlight rather they already knew it or not.

Idk why I would do that but are you implying brainstorm and ponder are expensive or that the other staples are?

Have you considered using Kiln Fiend over Cyclops? I think it could be even quicker.

Maybe get some equipment dig
I would also main board Mirran Crusaders just because black and green are so common in modern.
Maybe put in something like a protection card or instead of equipment you could run Enchantments since only Kor is getting any bonus from artifacts// Mad Cap Skills is one of my favorite cheap aggro enchantments

Thought scour could help you mill yourself to get Bedlam and Curious out faster

This is an old combo but I still love seeing it.
On that note I would suggest running it as more of control type deck
Remand - Mana Leak - Dispel
and more draw setups like
Serum Visions - Sleight of Hand
To get it going a bit more consistant

Your deck is a good start to an awesome burn deck with some work.
Other cards you could use is...
Goblin Guide... Quick hitter
Monastery Swiftspear... in my opinion I prefer over guide
Skullcrack... 3 damage and gets around fog/healing for a turn
Vexing Devil... 4 damage or a 4/3
Grim Lavamancer... exile some used burn cards for more 2 damage

If you decide to splash in some white you could also use
Lightning Helix... Lightning bolt but with healing effect
Soulfire Grand Master... Give burn cards life link
Boros Charm... 4 damage

I run Green White token deck, but I am so happy to see a good black white build still around.

Only thing I would recommend is maybe a little less land maybe 20 or 21 land since ideally your highest is a 4 drop

rather the owner addresses it or not doesn't matter. the users could keep it alive but choose not to.

like the build, might I suggest maybe spell snare over stubborn since most your creatures aren't likely to hit except goyf?

I post decks rather they want to comment or like it's up to them.
Just I only like decks that inspired me at the time to make a new variant of that deck, but a lot of decks I see on here just don't hit that sweet spot for me.

also budget decks are dumb on here. Just make a deck that is perfect to you then budget it down later, you have all cards available to you.

I would suggest a faster build, simply because you won't be able to play anything with no ramp.
Birds of Paradise/Noble Hierarch are the best choices in this deck.
However on more budget Avacyn's Pilgrim and Elves could work
Some stronger Token cards might want to be added as well because in Token decks you wanna go wide on attacks.
Increasing Devotion, Gather the Townfolk, Thraben Doomsayer, Geist-Honored Monk, Gideon, Ally of Zendikar, Elspeth Sun Champion are my favorites and most used.
I'd go Parallel lives over Doubling Season because a mana cheaper makes it all the worth. Counters shouldn't matter as much
Though for late game buffs Gideon returns to help and you could throw in 1 or 2 gavony township.

Voice is good pick, very annoying to deal with in token type decks

Actually done that with an Elite Arcanist before to my friend. I wasn't allowed to play that deck anymore...

I like this idea I was actually thinking of an idea like this a while ago when I first saw torper orb,
I would Drop all the buff up cards for artifact/creature protection like Apostle's blessing and what not to protect your strategy from removal.

I actually like the idea of adding black to delver gives you access to stronger cards
Maybe Dreadbore to take care of annoying walkers like Liliana
