Mono blue, but instead of running a full army of 1/1 flyers, I am running unblockable guys to ensure the card draw advantage with bident.Less expensive version of mono-blue, a little janky, but it is still pretty effective.Instead of running 4 nightveils, which would cost 40 bucks, just run Deathcult rogue. Sure, it's not as much devotion, but it is more evasive than Nightveil, which decreases your dependency on thassa, which is why the deck only runs 3.
Get your devotion up, drop master of waves, get a army of dudes, cast hall of triumph for blue, return master of waves to your hand, repeat.
