Yes starlit Sanctum is Black and White in its color identity and can not be used. I might recommend adding blue and black and going with the new giant commander.

Get the rings of brighthearth and add in a Basalt Monolith and you got an infinite mana combo that you can fireball effect everyone to death.Otherwise Valakut might be a good addition. it becomes a lighting bolt almost every turn. And how is your draw power?

No its perfectly playable in nomral edh but its a 1v1 deck which normally play the french ban list

Cabal Coffers, Phyrexian arena, and magus of the coffers all deserve a place in this deck
I'd recommend using Lightmine Field and Powerstone Minefield. They both really hose enemy creatures off the field with Gisela out. heartless hidegou is also another card you might want to consider.
traumatize is a great card for here. you hit yourself and then attack and attach everything that hit the grave
