In my mind, Cat Tribal wants Raksha (or Kemba) as General, but loses a lot of fun stuff without Green (Raksha + Nacatl War-Pride, anyone?). Here is my compromise. Nice that there are quite a few Legendary Cats for Sisay to call to dinner, too.Note: This deck was conceived long before Commander 2017 was revealed, and I am beyond stoked for the new Cats!
