There are so many better options for a deck like this, especially if you really want to specialize in anti-burn! As it is, many of the cards don't help with what you want to do in the least, or are too slow to matter in the long run. Personally, I would have played white (protection, life gain, prevention) over black. The deck would probably be better off mono-blue unless you're having a lot of creature issues.

All the artifacts in this deck need to go. Isochron Scepter and Kraken Eye (if you need the life gain) are really all you need.

Creature-wise, get rid of everything. Run 4 Cursecatcher, 4 Silver Myr, 4 Glen Elendra Archmage, 2 Scrivener, and 2 of some big beater creature for a finisher (my picks are Kiega, the Tide Star or Serra Sphinx. With black, an Avatar of Woe would be solid). Narwhal, Sea Sprite, and Weatherseed Faeries are alternative options that all have protection from red. You also may want some card draw, such as Merfolk Looter.

For lands, you could probably just nix the Swamps altogether, unless you're on a tight budget. Just run lands that produce both blue and black mana (especially if they don't come into play tapped). Sunken Ruins would be especially good.

There are many better counterspell options than what you have. Aside from Counterspell, Terror, Broken Ambitions (all of which you're going to want more of), and Soul Manipulation, the rest can go. If your focusing vs. red, get some Blue Elemental Blast/Hydroblast and Douse. Other solid counterspells include Cancel, Muddle the Mixture, Countersquall, and Quash. Of course, there are many more, but those, in my opinion, fit your deck the best. Card draw such as Ancestral Vision would also do a deck like this a lot of good.

Well at least your decks follow a trend... Get some consistency!! Think of one idea, choose some colors, and make a deck. Don't just take a bunch of crappy cards and hope that together they do something!
