If it were me, Id throw in Mirror Gallery, So you could have Multiple Withengars on the field.
Also, try Blighted Agent...Its still unblockable, with the added effect of Infect.

Isochron Scepter + Aether Burst/Counterpsell + Arcane Laboratory = Lockdown your enemy permanantly
Horseshoe Crab + Viridian Longbow + Charisma = Take any creature that you decide to let them play

Just paste that into your browser and check them out. All you really need to do is to fill the deck the rest of the way up with cards that have a Colorless cycling cost of 2....Then with one Fluctuator, All your cycling is free.

For the big cost Titans, there are a few ways to get them out. Cryptic Gateway works, but it costs 5. Quicksilver Amulet costs 4, and for 4 Colorless you can just drop a Titan onto the battlefield. Good luck, and i hope i've helped :)

Well there are a couple things you need to know.
1. http://cardforge.org/releases/releases/forge/forge/1.4.0/forge-1.4.0.tar.bz2
Download Forge....No Multiplayer yet, but its really awesome. It has currently 97.something percent of all the cards in the game, and you can make any deck you want and test it against AI. Its dumb AI sometimes, but you really get a feel for how the deck is played. Its also Java based, So it works in Linux too (big plus for me)
If you need any help using it, Im available, and there are Forums for it too.
2. PROXIES! If you play in a small group of friends, Talk it over with them, and just agree to print proxies of the cards you want. As long as nobody is dropping 4 Black Lotus or some of the power 9 into a deck, Making Proxies can open up new worlds of fun. It has the added benefit of letting you playtest your deck for only the cost of ink. When you have ironed out all the kinks in Forge and with Proxies, you know exactly how well the thing will play, So you can be absolutely sure you want to spend the money for the real cards.

Thats how i do it, and it works absolutely perfectly.

Oh...Modern..... I never play Anything outside of Vintage/Legacy, So i can never keep up with newer stuff. Sorry about that, Wish i could have been more help.

I have an entire deck that revolves around Isochron....Its pretty weird to play against, it may give you some ideas.

So i don't play EDH much at all...but something like Grand Arbiter SCREAMS a combo at me.
1. Mirror Gallery (Hes Legendary...gotta have it)
2. Phyrexian Metamorph/Clone/Splinter Twin/etc Whatever you can do to make copies of him
3. Progenitus
4. $$$$ Profit

I was thinking that, And yes, its a totally good idea. I have that in every other Artifact deck i have, its indispensable.... And thats the issue. Its in every deck i make with Artifacts, So i just wanted to try going without it this time. :)

Daru Warchief will buff all your soldiers by +1/+2 and make them cost 1 colorless less. Also id really suggest dropping in a Concerted Effort, That will make all your badass soldiers share their abilities. Last but not Least, Go for a full playset of Ballyrush Banneret, it will bring your cost down even more, and its pretty cheap.

I build a Samurai deck for training some of the people i game with, and it works pretty well. Its simple by design, and mostly its made to give them a strong opposition, but still something that can be taken out with a little effort. This thing is Disturbingly Evil....Outside of a Counterspell deck, or Lots of spot removal, its pretty scary. I like it very much.

If it were any faster, this thing would be soul devouringly Evil. As it stands, the only ways to really stop it are lots of Spot Removal and Counterspells. Very Very nice!

I played this against my Elf deck, and it was almost dead even. I have faster mana ramp and faster damage, but you have the infinite combos that are only one turn behind mine. So if we fought it would come down to total luck of the draw. All in All, i like your deck better. Because my Elf deck is almost totally Cliche` and isnt as well thought out. While they are both about the same power....Yours is built better i think. :)
