Abuse Jace's Archivest and Whispering Madness using Liliana's Caress.
Semi-Budget

How to Play

Force your opponent to discard alot of cards using Archivist and Whispering Madness.
Let Liliana's Caress, Megrim, and Bloodchief to burn them for each card discarded by them.

The rat's offer a discard card that can be used even if its milled by your own Archivist or Madness.

Phantasm and Wight benefit from the discard, and act as blockers and attackers for cipher.

Jace offers draw for fulling Archivist
Memory adept can over charge that, and force a massive discard either with Archivist or simply at the end of their turn if you don't have it.

Howling mind, accelerates you field, and yea, it may accelerate your opponent... but we can't have them running out of cards to throw away now can we? drop multiple for some shenanigans.

Wistful thinking can be a desperation hand shuffle, its a great way to force your opponent to discard 4 cards, and potentially deal 8 or more damage.

Perplex acts as a counter, a potential discard, and a tutor for Hypnotic specter, Wistful Thinking., Megrim, Jace Beleren, or Jace's Archivist.

I'm new to Magic: The Gathering and I really like this deck. The only thing I am confused about though is why is there no land in this deck build? Is it for us to decide how much land we put in it?

I would add what they call shocklands and tap lands, they tap for both colors, but i was trying to keep the deck around 40$
