Tried to find a theme to Racky's decks but couldn't find a trend. Noticed he did like to use white and blue though. So I figured I would go about using the basic control elements of blue with the damage prevention of white. Then I would use the time granted by the pair to bring out some heavy artillery. Decided to make it my own a bit by sticking to my budget theme and this is the result. Its heavily mana-stacked, likely weak against weenie decks, and there has to be a good way to keep the leviathan safe once he is out. But budgets are budgets. Anyway, enjoy your deck.
