Yes, this deck has NO creatures. No Sigiled Starfish, no Flamespeaker Adept, nothing. So how do you win? Get out Knowledge and Power and scry. Every nonland spell with the exception of your artifacts and planeswalker has scry. Aside from that it's pretty standard stuff. Burn your opponent with your red spells and control the board with your blue. Running low on life points or spells? Elixir of Immortality will take care of you.
