I saw the spoiler for the jailer guy in Origins and i though it would be neat to make a prison / police kinda theme. This was the result. This is the kind of deck that drags the game out and makes all your friends hate you. I can't see you getting more than a few games out of this deck before you get hated out immediately every game.
Police the board, telling your opponents what they can and can't do. Tax EVERYTHING and just win off of out running you opponents due to all the advantage you get.
