My last attempt at building a tibalt deck was boring so I created another that made him the star. This one relies on tibalts abilities as the win condition. It uses proliferate to get there. The easiest win condition is to get Jace to make your opponent draw 20 and then -4 tibalt. Or just steal all creatures and swing. Being able to do both because your opponent gained life is great. I haven't worked on the sideboard yet so I haven't played any matches but it seems consistent in single games.
