Actually, while this is a late post, we DO know. Wizards was reviewing the standard season upon the conception of Modern, and was deathly afraid of fairies being a dominant deck there as it had been in standard, it's efficiency and power were unlike that of any recent set. So, upon the initial ban list, they preemptively, and perhaps at the time wisely, banned this beauty. Now-a-days, it seems silly, but then we have a common card that's legal in Standard but banned everywhere else and restricted in Vintage. Which is weirder?
