I don't understand madcap in this. Low on artifacts, only two in the deck... so... Isn't that suicide? What am I missing?

Hi bro, the thing is that the only two artifacts he has in the deck are platinum emperion! which effect is that your life can't change; so when you are about to be damaged by madcap, you don't. Isn't that great? :)
So the effect comes into play on emperion before the rest of the card resolves, because of how it's worded. makes sense now... IDK why I thought madcap would resolve first.
