Needs more Vedalken Shackles. Try running Teferi, Mage of Zhalfir. Also try running 4 Counterspell instead of Call to Heel. Take out Twincast and Wistful Thinking and run Brainfreeze and Memory Sluice (since you can tap your blue creatures to copy it).
