I would say Jace Beleren, but I don't know what cards can be played in standard or not

I would suggest a few other options regarding strait mill cards. I would take out both of those plainswalkers and replace them with Jace Beleren. Also some powerful mill cards that would go nicely with some of your other cards are Jace's Erasure, Archive Trap, Grindclock and Traumatize.

I'm not sure if you would really need some of those cards to send creatures back to the owners library unless you could team it with a low cost mill card like dream twist. other than that I think this is a great start to a blue mill.

you can look on my page for what I have in my mill deck to get an idea what I was talking about.

and look into hedron crab!!
