Interesting. I hadn't thought about using it that way. Although does it actually work, seeing as how the spells dont actually get countered because of guile? It exiles it instead, right?

Guile creates a replacement effect so the spell would be countered but instead gets exiled. The only way around it is playing uncounterable spells since the "counter" part would fizzle and would not get replaced.

So then does the second half of the dovescape's ability trigger?

Yes, the ability still fully resolves. It just resolves as "Whenever a player casts a noncreature spell, exile that spell and you may play that card without paying its mana cost. That player puts X 1/1 white and blue Bird creature tokens with flying onto the battlefield, where X is the spell's converted mana cost."

It literally just replaces the counter portion of the spell.
