A legacy control deck named landstil, uses it as its main draw engine and the landstill deck is pretty much tuned to be able to cast standstill on an empty board and then attack with manlands under it.
I realise I shouldnt have called it a combo, but there exist (as im writting this) no good combos with standstill. If you want a deck build around standstill, then you could make landstill or merfolk. If this deck is just to use against freinds or in more casual playgroups, then this is a fine deck

solemn simulacrum seems to be a stable card. Sensei's diving top also. Other than that it looks good. Why no creatures?

A control deck wants to it its landdrops in order to play there expensive lategame spells. Therefor more than 20 lands is necesary.
A control deck wants card advantage (CA) so it can answer the opponents threads easier.
So cards that are good for this type of control deck (of the top of my head): Think Twice, Jace's Ingenuity and Preordain.

I agree with you on the fetchland part. The reason for not running fetchlands is to avoid stifle and simply keep the price down. Im currently building mR burn and UWr landstill and the red fetches I own are in the landstill deck.
On grim lavamancer: without fetchlands he is bad and I like all the other cards more. You are right about searing blaze, i will swap it out or consider running fetches.

I would suggest cutting: Quest for Pure Flame, Breaking Point and Chain of Plasma. Quest is a horrible topdeck and it does not deal damage on its own. Breaking point gives your opponent a choice, wich also is a bad thing. chain of plasma seems bad compared to say incinerate. Price of progress is a very good burn spell and should be added. I would personally also add goblin guide, hellspark elemental and sulfuric vortex. Ensnaring bridge is a good card, but I would have it in the sideboard. Just my two cents.

there are lots of better combos with standstill. The landstill deck is built around standstill and it doesnt use leyline.

is this proxy or real cards? because if its proxy then add: black lotus, brainstorm, every restricted black tutor, necropotence, yawgwin, yawgbargain and P9. also alpha duals and more fetchlands, FoW and thoughtseize/duress

I dont think you need more than the preordains and ponders, but why one FoW and not something cheaper and then a playset?

If this is to be considered TQ it needs shocklands and more fetchlands. I would also cut the isochron scepters and the ultimatums.

I agree with you that standstill is one of the best drawspells but you need to have a game under it. The situation with standstill + leyline is cool, but does not seem very reliable.
