Some suggestions (if within budget constraint)
1. Since this deck is mainly about milling, Countersquall could be replaced with Negate (better colors since the black is replaced with generic 1)
2. Tormod's Crypt could be exchanged for Haunting Echoes for 'milling' directly from their deck and preventing graveyard usage
3. Tomb Scour could be replaced with Thought Scour for draw power
4. Curse of Bloody Tomb or Chronic flooding? Honestly, this one's up for the player's choice on the sideboard I think XD
5. Other good cards to consider: coerced confession (for draw power), extract from darkness (great choice against stompies), Mind Funeral (a more expensive version of Mind Grind), Pilfered Plans (for draw power), Psychic Drain (for sustain, if faced against aggro; then again, you do have some great control cards)

If this is a blue-red (splash white) aggro, I'd suggest the following:

1. Cards to give double strike (double cleave etc)
2. Cards to make unblockable (Distortion Strike)
3. One or two end-game bomb (flying crane technique)

But a great deck! I wonder how it plays out XD

A great deck (other than that it's expensive, but that's because I like budget building XD).

Really, I think you have everything you need here: some control, many ways of untapping things...Not sure what other constructive comment I can make.

Maybe replace Counterspell with Mana Leak for less blue dependency for the counter? XD

Blue faerie aggro. Interesting, and it seems to be able to do its work!

My suggestion would be as follows:
1. Since the curve on the deck is mostly low, we could do we 21 or 20 lands.
2. You could add one more Cohort and Zephyr Sprite for each of those lands
3. Even more removal with Rapid Hybridization

And that's about it! Great, fun deck overall though XD

I just realized Jhoira can be surprisingly OP after reading her ability.

I was wondering: is it possible to use Chisei, Heart of Oceans ability to remove time counters? If so, it'd be a good addition to the deck and otherwise not.

Also, I think you have enough budget for a lotus bloom XD

An interesting deck. One thing I would be concerned with this deck is that it only has swamps in it (which makes sense since most cards are black reanimators + black discards/gravefill).

My suggestion is as follows:
If possible, replace the big nonblack creatures with black ones. Specifically:
- Reya Dawnbringer with Avatar of Woe
- Bringer of Black Dawn over Blazing Archon
- Chancellor of the Dross over Ashen Rider
- Extractor Demon over Drogskol Reaver

This way, even if you can't cast things from the graveyard lategame, you may hard cast them.

Also, I wasn't sure what Raven's Crime was exactly for. Maybe replace it with Corpse Connoisseur for even more grave-fill XD

Lastly, maybe add Elixir of Immortality to the side-board? It's a great card for self-mill decks because sometimes you need the cards back to extend the game XD

A great deck.

Now I have a challenge for you (mainly because I tried, but didn't know enough cards lol): make a deck around painful choices, like Painful Quandary! Basically, your opponent can make choices between two bad things, but they are both bad for them XD

A great deck at first glance. Really like how you joined Abzan's sharing +1/+1 abilities with Heroic.

My suggestions would be as follows:
1. I agree with removal. Swine is a great removal as suggested by Northy, but I would suggest more permanent removal or fight abilities instead since your creatures will get big very quickly (Mutant's Prey; Prey Upon; Setessan Tactics)
2. Incremental Growth is a good card, but if you have room in your budget, Bow of Nylea is also a possibility for more utility.
3. Lack of 1 drop creatures can be this deck's biggest weakness. Favored Hoplite or Herald of Anafenza XD
4. A few bombs might work well here, although I don't know what you could put in for the budget. Possible ones I would suggest are Heroes' Bane, High Sentinels of Arashin, and Nessian Wild Ravager XD
