Cast your merfolk creatures to mill, and propaganda to protect yourself. Use lullmage mentor and the counter spells to get more merfolks, and merrow commerce to untap them at end of your turn. Deprive is a useful counterspell in this deck thanks to the low cmc cost of most cards.
