urgent help

Good afternoon everyone

I don't really play MTG ( every now and then )anyhow,im seeking help my little brother is having a birthday (16) on friday and i would like to replace a deck that was stolen at one of the tourneys in played in ( all is stuff wasx stolen) ..

My brother as a few health issues that dont allow hiim to do many phyhsical sports and magic is pretty much the only thing that keeps him positive as far as is issues.

now my problem is i don't know much about magic as far sa buying card and stuff to make him a good tournament deck that he would have a chance at winning..

Looking for you guys to help me out getting him a good tourney deck

Colors could be red,white or green

thanks guys for being part of this ..Also im willing to go up to 400 or so to build him this deck

PS: sorry for my english has its not my first language

Hmm, I have a pretty decent Green/White caw-blade variant deck valued at like $300-ish so it's in your budget....the two times I played it at Friday Night Magics it got me first place and there's certainly a lot of really great players there so it wasn't just me beating the local new-players.
