You want 4 vanguard's shield, one for each fog bank. That way if you manage to get all 4 out you can block up to 8 creatures. You don't need the accorder's shield since you can't attack vigilance does nothing for you.

if you want to have more fun with extort, add one or two Pontiff of Blight and give every creature more instances of extort.

If you want to slow things down blind obedience is a great enchantment to run and includes extort as well. You should run more high priests as they are great for removal. You have a lot of high cost as well so you might want to consider crypt ghast for mana ramping.

Most likely because Sanguine bond is non standard. Looks like a fun deck. Love Orzhov and the extort mechanic.

Ultimate price is another standard removal option if you want to make this standard. I run them in my Orzhov. I would recommend 4 isolated chapels and only 2 guildgates. Interesting deck otherwise and you can still win with a guildmage/exquisite blood combo.
