if samurai bill cosby is equipped with Illusionist's Bracers does that mean its ability can be doubled with out paying any mana cost?

haven't noticed your comment for a while there, i just made this deck a few hours ago and its still a draft though, i chose Darien, King of Kjeldor for my commander, best commander would fit this deck would be brimaz but its so expensive :) , i'm managing to maintain budget for this deck and Elspeth, Sun's Champion is a great suggestion i would keep that in mind thank you!
