Sure can.

In EDH, every deck has exactly 100 cards: 99 cards that make up the Library and the General.

The General sits in what is called the "Command" zone. Your Library is composed of the other 99 cards in your deck. You may play the General from the Command zone any time you could normally play the General, and when the General would leave the Battlefield in any way, you may choose to return it to the Command zone instead. For each time you do this, it costs an additional 2 mana to play your General.

Your choice of General determines what cards you are allowed to play in your deck. The Genereal must be a Legendary Creature. In this case, my General is Mono-Blue, so I may only play Mono-Blue cards and Colorless cards in my deck. I may not play any card that has a colored mana symbol on it other than a blue mana symbol.

There are a few cards for card advantage (Bottled Cloister, Candles of Leng, Dreamstone Hedron), but mainly it's extra ramp, since I can always just cast Kozilek for cards. I figure with enough ramp, I can cast Kozi 2-3 times before needing any extra card draw, so I prioritized cards that ramp my mana to allow me to make big plays earlier than most EDH decks.

And yeah, I reread the rules for EDH and basic lands and noticed that basic lands are treated as though they DO contain the mana symbols, so I cut Mouth of Ronom and the Snow basics for other lands.
