yes, yes it does, although, i feel like you should base your creature base upon walls to better protect yourself as they attack 10 times, also some lifegain wouldn't be bad to let you play more than one annex via phyrexian mana

No because if they cant pay the mana they aren't able to attack. Thus no they dont tap out or pay life if they dont want to.
But the thing with Phyrexian Mana is that they always can pay the mana--they can just substitute life instead.
