I'd put in only 1 Primal surge. That way every other card in your deck is a permanent and you can literally play your entire deck once you play your Primal Surge.
If you have a second Primal Surge in your deck, it could work against you, depending on how far up to the top of your library it is. You may end up exiling it before you can get the first one to do any real potential.

I think you will still need to put a certain amount of basic lands in your deck as opposed to 16 forests.
You may get stuck with a lot of Slivers in your hand and not be able to play them b/c you only have forests as lands available.

Yes, Coat of Arms applies to ALL players, so the card could work against you.
Try using Eldrazi Monument. All your creatures get +1/+1, have flying, and are indestructible.

Actually, Khalni Hydra, even though its expensive to cast (8 green mana), really costs one green mana less for each green creature you have in play. I use it in my Hydra deck and it comes out relatively quickly.
But then again, this is an ELF deck, so why are we talking HYDRAS? Lol

Well, like ~HITAN~ said, just because its legendary doesn't mean he'll get it into play... and even if he does, that doesn't mean that someone couldn't counter/destroy it.
3x Thrumming Stone is just fine.
Better to have it and not need it, than to need it and not have it. Right?

Trample would be awesome, BUT... when you have something like 10 rats out, that means that they're already 11/11 creatures so Trample would be overkill. Fun, but not necessary.

I hate to say it but it just takes an Extirpate or a Surgical Extraction and this deck is done. If you want to stay mono-colored I would suggest adding some other types of rats to the deck. If you choose to add another color, I agree with naminator69 and add green so you can add Steely Resolve.
Also, just some advice... Coat of Arms also helps your opponents, not just your creatures.
Plus, you might wanna think about adding some Diabolic Tutors so you can pull a Thrumming Stone sooner.
