I'd drop both Shocks and put in one of something else. That way you're at 60 main deck cards, and you avoid using... shock.

yah but in standard theres not much else to play for burn and i dont love brimstone volley and i honestly think in standard with decks like humans and tempered steel shock still kills 60% of creatures obviously lightning bolt is the better option though and 61 is still a pretty good number no more than that though ive seen many 61 card decks
I like this deck. Blue-Red is an interesting color choice. I would recommend Negate over Dissipate, because Dissipate seems blue dependent, and you already have red dependent Pheonix in there. Overall though, it looks like it can be tough to run against, especially with those Runechanter's Pikes. Awesome concept. I'd love to see it in action.
