Blue red aggro as budget as possible. Burn things and win, easy to play. Sideboard smash for artifacts, bring in rending volley against anything white or blue. The counterspells are good for mirror, other types of burn, and control I guess. Staticatser agaisnt tokens and othet matchups where the ability is useful. Other cards let you drop the counter spells in main to go all out burn if you need too. Suggestions aprecciated

A set of Evolving Wilds / Terramorphic Expanse would help with mana fixing; and thin out the deck of lands so that you can draw less of them. I would suggest Scalding Tarn, but you mentioned that you want to keep it budget, so Evolving Wilds / Terramorphic Expanse is the next best thing.
