strip mine is banned on legacy. Maybe swap it to wasteland instead.

Confiscate is way too expensive (mana cost). And i dont think you need more than 20 cards ( or even 16 ) to gain control of opponents creature. 24 of highly mana costed card will sacrifice your turn and draws. Maybe add some more defensive cards so you can survive early stage.But overall, i always like blue decks ;)
A kind of deck i really like. Defeat your opponent without brute force. Anyway my advice is also serra's sanctum, it is a very high synergy with your enchantments.
Just to remove any annoying card from enemy's library of course. Gitaxian probe is indeed a very good card thanks!

i think you need to add some cards to the sideboard for countering control decks.Even an Unsummon can be very dangerous to a fat Nivmagus Elemental.But anyway, i like this deck, one of the "fun-to-play" deck
I prefer mono blue for this deck, unless you can provide more U mana. Many of your cards need at least UU, so it will be harder for dual colored deck without dual colored land, or something that can produce any color mana.
High tide is good, even your spells are low, blue deck really needs a lot of mana since it has to save some mana for instant spells.Isochron scpeter also a good choice, maybe you can swap clout of dominus for it.And lastly, i prefer cryptoplasm rather than RoR since it's more stable (less costy, and you can even copy your opponent's creature)
