you don't need black. In fact, most counter sliver decks i've seen have been white blue and no green either. the cards in black here are not needed, and if i were you, i would just rather a more solid mana base.

4 color has a rather unstable mana base, you should stick to 3. Also, I'm not sure what type of tournament you plan on taking this to. You say it is a tournament deck, but Demonic consultation is restricted to 1 copy in vintage and banned in legacy, so I'm not sure what kind of tournament you can take 2 to. Black does add to this deck; the hibernation slivers are useful against pyroclasm/firespout if you can't counter them. Overall, green seems to add more. Good sideboard ideas would be harmonic sliver.
Also, you may want to add in counterbalance to go with that sensei's diving top.
