Honestly if your budget for an EDH deck is 20$, you probably should consider a different format. However this deck has some actual potential at the kitchen table. Yisan is a very powerful commander, maybe even the best green commander, so he can pretty much carry the deck. Slam creatures on the board, have all the silver bullets and insane value with Yisan and finish it off with an Overrun effect.
Yisan is pretty good. Fast mana is also pretty good.

Why use jeweled amulet in a mono colored deck? That's just wasteful. I'd put something else in its place honestly
The sole purpose of the amulet is to get turn 2 Yisan. Trust me, the earlier you can start activating him, the better.
Why not just use sol ring then? Same result, and helps with that extra mana.
As it turns out, a 20$ budget is really tight. Obviously if the budget allowed, I'd run both and a whole bunch of other cards.
This is why I dislike budget decks honestly. I'm not filthy rich by any means, but sol ring is so prevalent now that it's easy to get a copy for dirt cheap. Screw the budget in this case. If it makes the deck work, or work better, and it's not absurdly overpriced, I say use it. But, that's why I don't set a budget for my decks.

Nice deck, I modified it a little, (Adding sol ring and garruk wild speaker) And a few other things that gave the deck that zesty spice it needed. but thanks for showing this format.
Awesome dude, Yisan is a very powerful commander and with a bigger budget does a lot of work.
