I have a Lazav, and I wanted to see if I could build a deck around it cause I like cypher cards. Threw in a few other cards I have in there to see how it would work.

play sets... 4x of a single card is a play set. You have too many singles in this deck. Take some out you don't need, and add some more of the ones that remain in the deck. This will make the deck run alot smoother.
and replace Sunken Ruins with a Island and a Swamp. That will make this deck standard.
not a bad idea. At the same time I was also going off cards I have. So but yeah that might work a lot better.
