What format is this, and why don't you have 60 cards? At the very least make Precinct Captain a 4-of. 22 lands is not enough for this. Gather the Townsfolk would be good here. modern, i don't have 60 cards because this is what i have so far and I'm looking for cards to fill the rest of the slots, and gather the townsfolk and increasing devotion put out humans, not soldiers, so they would not get the same bonuses as everything else.
