Looks confusing, yet so simple. Read "How To Play".

How to Play

Looks awkward right?! Well it's actually quite simple:

1) Use card draws and mana creators to play Balustrade Spy or Undercity Informer and mill your entire deck because you have no lands.

2) 4 Narcomoeba will come back to the battlefield as a result of the mill and flashback Dread Return by sacrificing three Narcomoebas. Target Angel of Glory's Rise to get Azami, Lady of Scrolls and Laboratory Maniac into the battlefield from your graveyard, since you are completely milled.

3) Tap one of them and win. On turn one. 40% of the time.

SIDEBOARD OPTIONS (Completely changes the way you play)
Rest in Peace and Deathrite Shaman suck! But with this sideboard you no longer rely on your graveyard.

Take out all Undercity Informer , Balustrade Spy , Dread Return , Narcomoeba , Laboratory Maniac etc and bring in the Goblin Charbelcher , Lion's Eye Diamond , Pact of Negation and Spoils of the Vault . Since you have no land, Charbelcher does 50ish damage to your opponent while they think they've got you beat with their Rest in Peace!

OTHER SIDEBOARD OPTIONS:
You can throw in Life//Death from Apocalypse to make it cheaper to play Balustrade Spy or Undercity Informer. Simply use Cabal Therapy on your own, and play "Death" to return one from the graveyard (preferably Balustrade Spy since it's converted mana cost is 4).

Serum Powder for extra muligan ?

Serum Powder requires you to remove your entire hand from the game. What if you had drawn a necessary card to complete your win? Using this seems pretty useless to the objective of the deck, and if anything, would only slow yourself down.

That's pretty awesome. If only it worked every time you played. How is it whenever you don't get the draw you want? Can it stand up for a few turns until you can get your combo? I'm just interested.

That's kind of the point, self mill until you reach a land (so the entire library since there is no land) then win with Laboratory Maniac. The only win condition this deck has relies on the lack of land and the one Laboratory Maniac since all the creatures are weak they can't really win by dealing damage and can't defend long enough to win by milling opponents as long as opponents have land.

You need more ways to make sure that Laboratory Maniac hits the battlefield first. Also, it still looks like you don't have enough cards that grant you mana.

Look at the "How to Play" section. All you need for this to work is either Balustrade Spy or Undercity Informer and 4 mana at least one of which is black.

I love love love love LOVE the Angel setup for Laboratory wins, but if you run just that extra bit of protection, might I suggest Grand Abolisher?
