It's just a Pioneer take on the modern Hollow One deck. Dump your Phoenixes into your yard and get Hollow One out. Flamewake triggers the turn you get Hollow One out and Arclight triggers if you've cast at least two instants/sorceries this turn. The deck could play early depending on your draws, but I find it feels more like a midrange deck.
