This deck I do believe is Modern legal. Originally had Ponders in over Preordains, but we all know that story. So. The idea. Play it as Blue/Black teachings. Use Mystical Teachings to fetch your Teferi, play him end of turn. You're going to play the majority of your big costing creatures at the end of your opponents turn. The Tombstalkers are in there because, well. You're going to be filling your graveyard up with all your control stuff. Well! I don't know about you, but I love the look of my opponent's face when I flash into play a 5/5 flyer for two black at the end of their turn. Sure, you lose 6 cards in your graveyard, but you didn't need them anyways. Rune-Scarred is a tutor attached to a big bad guy. He hurts, too. Arcanis is just there for additional card draw. Draining Whelk is always fun, can tutor for him, too. Venser is an early game annoyance for your opponent. Tolaria West is there to transmute for either a non-basic land, or one of the two pacts. Whichever you may need on the spot.
Turn 1, land. Go. Turn 2, land, Go. End of turn, Think Twice. Turn 3, land, Go.End of their turn, flashback Think Twice.Turn 4, land, Go.End of their turn, Mystical Teachings for Teferi.Turn 5, land, Go.End of their turn, flash Teferi into play.Turn 6, land, Go.Pretty much from there, you can own the field. Obviously, you may need to destroy a creature or counter something early on. That's fine. All that matters is, getting Teferi out as soon as possible. Safely, of course. Once that happens, it's easy to keep him out. From there, fetch anything you want from your deck with teachings and smack some face.

Preordain is also banned in modern. You could use Slight of Hand or Serum Visions instead though. I would also use one of those two to replace Think Twice because they are more efficient ways to dig through your deck. Snapcaster Mage would also be a good addition to this deck.I would also substitute Damnation for Consume the Meek, that way you aren't hitting your own creatures and it's at instant speed.You could also use Drowned Catacombs and Sunken Ruins instead of Underground River and Evolving Wilds to smooth out your mana base and never have to ping yourself to get colored mana.
