I feel ya. I'm not a very devout Magic player yet. I have sunk maybe $30 into Magic while my friends have hundreds upon hundreds of dollars invested. To each his own, but that's not for me. I received a lot of my cards for free from generous donors (really nice friends). All of them were only commons and uncommons, so I had to buy booster packs to get any rares, and I traded those for a few different. Don't feel bad for having a budget; I'm scrounging and trading to get anything good.

I would remove 4 Islands, 4 swamps, add 4 Drowned Catacombs and 4 Watery Graves. However, Drowned Catacombs and Watery Graves are rares, and shocklands can be pricey, so those may not be an option for you unless you have something to trade someone for them. That's what I did.
Any tips for a Dimir deck? I made one the other night and it could still use a little work. I'm about to put it in my vault
