The owner of this deck hasn't added a sideboard, they probably should...

Deck Description

Make the opponent's maximum hand size as low as possible, while you have no maximum hand size.

Winter Orb will slow the opponent down so he/she will play less cards which means more for them to discard.

Propaganda and Soul Barrier will also slow down their progress, especially if Winter Orb is out and Arcane Laboratory will only allow 1 spell to be played per turn.

Deck discussion for I Can't Have Any Cards In My Hand?!

will this combo work? using Cursed Rack and the Misers together to reduce opponent's hand size to 0?

Interesting deck. To Zaffo's question, it says this in the ruling:
10/4/2004: If multiple effects modify your hand size limit, apply them in the order they enter play. For example, if both this (Cursed Rack) and another effect that sets your hand size are in play, the most recent in play decides your hand size.
