is there any reason to play your important cards only three times by the way

I would put in dragonlord's servant. dragonspeaker shaman and urza's incubator to make the dragons playable
than you should use better burn like lightning bolt

other options are with green and small, mana producing creatures
or with blue and some control noncreature spells like in my decklist:

I think you should cut the gargantuan, because it is the only reason to play blue. your manabase will be a bit simpler. maybe add rainbow lands and/or three colored taplands

I made most of the changes, but i think flickerwisp is worse than the restoration angel (don't work with mystic snake) and i simply hate the eldrazis, so I excluded skyspawn and displacer. deadeye navigator is very nice, but in my opinion a bit expensive for the mainboard, so i put him in the sideboard

maybe switch out alchemits greeting, because you have already 9 other optionjs to remval creatures or key to the city, because olivia gives you the discard too and you need haste and a bonus more than unblockable

hazorat gives you a very nice discard too, but is expensive
the black new god is not worth neither

other options are muderous compulsion, yahenni, undying partisan and coolective brutality
i am still thinking there must be a place for 2 olivia

you could probably use kalitas, traitor of geth for tokens if he is not to expensive for your taste

drana, liberator of malakir, falkenrath gorger and olivia, mobilized for war are incredible strong, but a bit expensive, options

for more budget, you can thought about indulgent aristcrate, olivias bloodsworn and stromkirk condemned

from under the floorboards is a nice mdness card too, but unfortunaly not a vampire producing card

maybe call the bloodline, because you got alradeay, with your draw spells and so on, many options to discard

i think you should cut white out, because it will be cheaper and your mana base will better work
good budget creatures are heir of falkenrath, bloodhall priest, markhov dreadknight, ravenous bloodseeker and stromkirk occultist

i would change the typhoid rats with corps blockade or rancid rats
on my gisa and geralf commander list you can find many interesting zombie or zombie tribal cards (liliana's are always possible)
