Seems like a fairly solid build. My only question is why include white just for one spell? Whilst I can see it making an excellent combo with the Hellkite, surely there are blue cards (can't think of any of the top of my head) that could be used to similar effect?

Still, looks great even with the white!

As for spells, I'd definitely up "Dawn Charm" to four. I'd also put more in a couple more "Saltblast" and "Warrior's Honor".

Try "Terashi's Grasp" for dealing with enchantments and artifacts.

I'd take out "Pacifism" in favour of more "Bound in Silence" as you'll be able to search for it with your Rebel cards.

"Glorious Anthem" would be an excellent enchantment for boosting your creatures.

Other cool rebel cards to look at...

"Pious Warrior" would make a great defender, especially if you could find a way to up it's toughness. "Rapelling Scouts" would also give you some good defensive options.

"Jhovall Queen" and "Jhovall Rider" both present good offensive options. Also, "Zealot Il-Vec", whilst not crippling at 1/1, does have shadow and can prove to be quite a nuisance over longer games.

And if you keep the black elements in the deck, try "Rathi Trapper" and "Blightspeaker".

Next, there seems to be a strong theme of 'rebel' creature types within the deck, so swapping in some cards which capitalise on this would probably be a good idea.

I'd put a full 4 "Amrou Scout" in. Their ability to let you search for your deck for other rebels and put them into play would be really useful. In a similar vain, try "Defiant Falcon." I'd also put a second "Defiant Vanguard" in for similar reasons.

I'd probably start by making this a pure white deck. While those black cards are cool, putting in 12 swamps for them (5 cards from what I could see?) seems like a bit of a large sacrifice for not a lot of gain.

However if you're pretty set on using them, I'd still drastically alter your land cards. 25 land feels a bit excessive to me. I'd start by replacing your swamps with dual-lands. Try using "Salt Flats", "Tainted Field", or, "Orzhov Basilica" instead. Drop "Terramorphic Expanse"s entirely

EDIT 01: Swapped out 2 "Frenzy Sliver" for 2 "Spitting Sliver"

I'd really like some suggestions for some good non-basic lands or spells which would work well in this deck. Again, thanks for any help.

Putting a couple of "Spitting Sliver" in might not be a bad idea - maybe swap out two "Frenzy Sliver", as I consider them the least essential to the build.

As for price of "Toxin Sliver", I've seen them for between $5 - $15, depending on where you look. ;)

Basic Strategy Ideas : (cont.)

...the "Vampiric Sliver" ability. "Vampiric Link" should help with life-regen and the "Neurok Hoversail" with countering flying creatures. "Dash Hopes" provides a good counterspell option, but should be saved for desperate situations due to the limited number in the deck.

Basic strategy ideas :

"Bad Moon" is an essential - Operates as a replacement for all the missing 'bump' slivers ('Might Sliver', 'Spined Sliver', Watcher Sliver', ...etc.), until you can begin boosting with "Vampiric Sliver". "Howl from Beyond" and "Spectral Sliver" both provide a level of ad-hoc versatility to your creatures. Unsure how "Cover of Darkness" will pan out. Whilst it's creature type-effect makes it ideal for a Sliver deck, I wonder if it would curtail the effectiveness of...

The strategy behind this deck and your card choice seem fairly well thought out - but out of curiosity, why have you included 'Okina, Temple to the Grandfathers', and, 'Minamo, School at Water's Edge', in your land selection? Their activated abilities only apply to Legendary creatures, which, aren't relevent to the deck you've constructed.

My advice would be to include more basic Forests to bump up your 'Vinelasher Kudzu' or either 'Novijen, Heart of Progress', or, 'Simic Growth Chamber'.
