No self mill required! It takes a bit longer to set up without it, but you just discard to get big creatures in the grave before you exhume them with dragon parts. I’m still looking for looting effects like learn in the deck for card advantage and the new pauper scry lands.
Discard a big creature through Learn or creature effects of {Wild Mongrel} or {Plague Witch} or Cycling {2} to reanimate it with ‘Exhume’ to swing in with a “Dragon” for big damage.

Have you considered going Dimir instead of golgari, it has good looting effects. Careful Study, Looter il-Kor, and Ideas Unbound are all good. Also there's erant ephemeron with suspend, so you can turn 2 suspend that and use the next 5 turns setting up.

Those would speed up the deck considerably with draw attached, but I might make a separate deck with your suggestion instead because this one was built towards budget as well. I really like those looting effects though.
