Deck Description

Not the most usual mill.
I tried to make use of the obscure Pedantic Learning. It's mainly played with Mesmeric Orb's self-mill, but there's also Lantern, that allows you to peek (and possibly draw, if last mill was a land) each card before milling with Mesmeric Orb/Codex Shredder.

The deck attempts to discourage attacking you with Spurnmage Advocate and Ghostly Prison/Propaganda, which happen to complement each other nicely. The mill pieces should help provide unrelevant cards to opponent graveyard for Spurnmage to return.

Winds of Abandon' (mandatory) search drawback is turned to an upside with Archive Trap.

Codex Shredder and Bond of Insight can bring back self-milled (by Mesmeric Orb) or previously cast/destroyed cards. Archive Trap and Mesmeric Orbs are the main targets.

How to Play

Since each Mesmeric Orb trigger is separate, at beginning of your turn Lantern reveals each card before putting it into graveyard and can pick any one that comes after a land with Pedantic Learning. This way you can go through quite a bunch of cards and pick the needed ones. Note that you don't need to save any mana for Pedantic Learning draws with Mesmeric Orb, since it's at untap step which means you have just untapped everything during last step.

If you can choose between 1-cmc cards to cast on first turn, go for Spurnmage/Codex rather than Hedron Crab. This way you may be able tap Spurnmage on next turn or mill with Codex Shredder the first turn. If you play Hedron Crab on your second turn before playing a land, you don't really lose any landfall effects.

Deck discussion for Pedantic Mill

Not a bad idea with pedantic learning, but I think your concept will gain more by it by having more lands, which will allow you to draw more cards at a high enough rate to gain the cards you want, at least in theory, so consider a more landbased approach if you feel for it.

I have my own mill-decks which are produced by evolution, and I can tell you that you might need some glint-nest crane to bring you some card advantage. (Evolution also wanted to use relic of progenitus alongside the cranes, which supports your mill by grave-hatred) Aggro is dealt with by having lots of cards that draws and lots of creatures to play.

I think I'm going to give a try and let go of my long time favorite Undead Alchemist here. Already modified the deck a bit, but I'm still working on it.

Thought I could use Weathered Wayfarer here, since that could combo nicely with Ghost Quarter / Field of Ruin plus Winds of Abandon. I'm also wondering if I should use some deck manipulation to either look at cards on top and put some in graveyard (triggering Pedantic Learning) or putting land on top to mill it with Mesmeric Orb, like Brainstorm. I can already do some manipulation while Lantern is on board with Codex or shuffle with Wayfarer.

Flagstones of trokair will aid the ghostquarter theme and is in-color with your deck.
I love having three stream of thought in my own mill designs. Early on you mill yourself and reshuffle what's usefull. Later when you got a lock you will mill much faster. Since you can reshuffle the streams you have a slow infinite loop, and you can always use one to remove a nasty from the top if you got the lantern in play.

Since you play mesmeric orb you might need 4 streams and a noxious revival to keep the loop in place

I imagine that if you start self milling a little and keep reshuffling streams and lands you will have quite the draw engine.

I'd also move relic of progenitus to the mainboard to clean out unwanted cards. Add two different eldrazi reshufflers like emrakul and ulamog and you can really draw stuff.
