Ok I've slimmed down on the Sudden Spoilings and the two enchantments for four Liege's. I need to get this deck together now and try it out.

Really can this work?
I'm working on a similar deck. I'm not quite sure what the win condition is. Sure you can get them with repeated Compulsive research to deck them... but you don't seem to have anything to finish with. Teferi isn't really a clock, and you can't count on him being able to push through for a win, though you have evacuation to clear the board. If you are using the Signets for acceleration why not switch to Izzett signets and then run some burn, this works well with the Eye of the storm concept.
This deck currently needs a win condition.
