All those white mana symbols will love Nykthos, Shrine to Nyx, and all the plains will love Emeria the Sky Ruin as well as a Extraplanar Lens.Mono-white is very fond of Mass Calcify and Crackdown, too.

If you're looking to diversify your land base a bit Flood Plain, Seachrome Coast, Glacial Fortress, Sejiri Refuge, Adarkar Wastes, Coastal Tower, Boreal Shelf, and Skycloud Expanse are all two bucks.
Also, remember that Coat of Arms helps everyone, so if you run into another tribal deck they'll reap the rewards as well. Maybe swap to Dicatate of Heliod or something like Konda's Banner?
Citanul Flute will be really efficient with all those cheap-to-cast creatures. Primitive Etchings is going to get you a free card draw 50% of the time.
Dissipate is strictly better than Cancel, and Render Silent is better at the same CMC.
Card draw is the bane of mono-white's existence:* Infiltration Lens- It's an absolute HOUSE in Odric. The only thing better than saying "your four blockers will choose not to block" is saying "your four blockers will choose to block my 1/1 token wearing an Infiltration Lens, and I'll draw eight cards". It's cheap to acquire, too, less than a buck.* Skullclamp- Not as cheap than the Lens at around six bucks, but it still helps a ton* Mind's Eye- Roughly the same price as Skullclamp* Mentor of the Meek- He's a soldier, too.I'd find a slot for all four. You won't regret it.Land:* Nykthos, Shrine to Nyx- You've got a lot of mana symbols that will be on the board. Take advantage of it.* Emeria the Sky Ruin- You'll be rezzing creatures by turn eight.* Windbrisk Heights- Not amazing, but it'll get you one free creature.Removal:* Mass Calcify: Won't touch your own creatures* Hour of Reckoning- Will not hit a lot of your creaturesSlow up everyone else:* Crackdown: Will hurt a lot of decks that aren't yours
Extra-Planar lens will play well with those snow-covered lands, and Nykthos Shrine to Nyx would like all those white mana symbols.Crackdown and Mass Calcify tend to work well in mono-white.
Ichneumon Druid is kind of expensive for a 1/1 that will only effect people playing two instants per turn. Scab-Clan Charger seems pretty disposable, as does Wolfbitten Captive and Skingbrand Goblin. Thoughtprison is a cool card, but I think you'd be better off with stuff punching people in the face.I also think you should find room for Nylea. Giving all those big fat bodies trample seems like a good idea.
With all those bodies a Lurking Predators could well net you half a dozen creatures a round in a four player game.
With no ramp it's going to be turn nine before you get her out, and you have no way to protect her so unless you happen to pick a color that locks everyone out she's going to cost you 11 the next cast, then 13, etc.- Get at least a little ramp in there. Pearl Medallion would be a great start, as would Thran Dynamo and Worn Powerstone. Extraplanar lens will double your land's mana output, and if you switch to Snow-covered Plains odds are nobody else will leech off it. Caged Sun is going to also double your land's mana output as well as function as an anthem. Land Tax is functionally ramp/draw hybrid as well, as is Endless Horizons and Gift of Estates.- Get some card draw. You're going to empty your hand and be stuck top-decking. Mind's Eye would be a start, and Skullclamp would work great with expendible stuff like Azorius Arrester, Doomed Traveler, Emeria tokens, Hero of Bladehold tokens, etc.- Mono-white decks love Mass Calicify and Crackdown.- All those white mana symbols would love Nykthos, Shrine to Nyx. Thespian's Stage is really never going to hurt you in a mono deck, and if someone drops a Maze of Ith or Dark Depths then you get one, too.
Talrand would produce some solid value here as would Keranos.
There are few decks more helpless without their commander than Kaalia. Sans her you're stuck hard-casting 6, 7, 8 CMC dragons/demons/angels. Quicksilver Amulet is a nice alternative way to get stuff into play, but your main focus should be protecting Kaalia from removal. You have Champion's Helm, but Lightning Greaves, Swiftfoot Boots, Whispersilk Cloak, Darksteel Plate, Mask of Avacyn, and General's Kabuto all do the trick. I run all of them in my Kaalia deck (and would run more if more existed) but IMO you need at least 3-4. Angel's Tomb, Scroll, Ring and Spellbook could all come out for protection (Spellbook I'd replace with Reliquary Tower).I think you need a bit more ramp/fixing. Rakdos/Orzhov/Boros Signets all are a start, and Chromatic Lantern is solid as well. Unmake has the same CMC as Murder and it lets you exile stuff like Theros gods. Mortify is only one more than Doom Blade or Ultimate Price, but it has no restrictions on creatures it can hit and it has the flexibility of hitting an enchantment.
Any suggestions will be sub-dollar to go with the budget theme:Cover of Darkness would make your creatures near-unblockable.Call to the Grave is brutal in zombie decks.I personally would run Capsize over Into the Roil.
Coalition Relic and Chromatic Lantern are vastly superior to Manalith for the same casting cost, but both are around three bucks. Darksteel Ingot is also superior and it's like twenty cents.Both Dreadbore and Terminate are better than Doomblade. I'd run the other over Shock, too.I'd run Unmake over Grasp of Darkness.Reforge the Soul is a nice way to refill your hand after emptying it with Kaalia.
A good friend plays a Rhys deck, and Citanul Flute is an absolute monster in a deck with that many 1 cmc creatures. I'd be afraid to run that few lands myself, but ymmv. At the very least I'd say run a Extraplanar Lens (and snow-lands if you do).Wirewood Lodge would seem super useful with stuff like Elvish Archdruid, Rhys, Elvish Piper, etc. With that many creatures Primitive Etchings is gonna get you a free card half the time. Lurking Predators in a multi-player game could easily net you 4-5 creatures into play per round.
Steal Enchantment is pretty invaluable in my Damia deck. Takes care of a lot of problems.Feels like Utopia Sprawl is going to be a dead card at times with only seven forests and four fetches. I wound up having to pull it for Wild Growth just to insure it was never an issue, but YMMV.
96 bucks low-end isn't terribly budget. Besides, Chromatic Lantern is defense against stuff like Blood Moon (in any mono-red deck) or Quicksilver Fountain (mono-blue), etc.
Emeria the Sky Ruin would be useful here. Mass Calcify are always useful in mono-white, as is Crackdown to a lesser extent. Konda's Banner would synergize well.You're gonna need card draw, badly. Mind's Eye and Mentor of the Meek would be a start.Taj-Nar Swordsmith and Stonehewer Giant play nice with equipment, as does Stoneforge Mystic obviously, but price is a consideration there.
I'm a firm believer in Stranglehold for mono-red.
Chromatic Lantern and Coalition Relic are strictly better than Manalith.
