Beast Within might be the best non-rare removal in the game.Dissipate is strictly better than Cancel and is a easy-to-get non-rare. Hinder is significantly better imo and also a non-rare, but it's 3 dollars or so where as Dissipate is like eight cents.I'd slot in old-school Counterspell over Negate or Mana Leak or Essence Scatter. It's an uncommon and should also be under fifty cents.Regrowth is an uncommon, under a buck, will get any card not just permanents, and has the same casting cost as Nature's Spiral.
It's easy to cut to 105. It's the cut to 100 that sucks :)And to make things worse: Beast Within. Being able to remove ANYTHING is pretty amazing.
Prophet of Kruphix? Since you don't have any tap-to-activate artifacts besides Sol Ring it's going to do the same job as Seedborn Muse while also adding flash. I'd be damn tempted to run both myself.You don't have a lot of creatures but Yavimaya Hollow might be worth including. It saves me a ton in decks where I run it.
If you're playing competitive 1v1 EDH I'd throw in a Dryad Arbor simply for the turn 1 Green Sun Zenith for zero into Dryad Arbor.
Quicksilver Fountain eats other decks up in mono-blue, as does Back to Basics.
Dismiss into Dream? Killing everything you tap is a good time. It forces a sacrifice, too, so it deals with indestructible Theros gods, etc.
I also like Steal Enchantment in mono-blue just because it's a more efficient way to handle a problem enchantment than bounce-->counter.Dismiss into Dream is often overlooked, too. Staff of Nin, Dungeon Geists, Frost Lynx, Frost Titan, Kapsho Kitefins, etc. suddenly kill the creatures instead of just tapping them. It doesn't just kill them, either, it's a sacrifice effect, too, so it will take out indestructible stuff. AND it will kill enemy creatures if you opponents try to enchant their own stuff, equip it, etc. It's really an amazing card that doesn't see nearly enough play.
Sub-dollar ideas:Quicksilver Fountain can wreck multi-colored decks.Spin into Myth lets you tuck a creature on the bottom of the owner's library.
Someone drops a Lightmine Field or Dueling Grounds or something you'd be willing to replace ANYTHING to have a way to deal with it.
If you can pick one up I'd get a Chaos Warp, too. It's really the only way red can deal with problem enchantments.

Crib Swap is tutorable with Lin Sivvi, too.
Obelisk of Urd costs 2 more than Konda's Banner equipped to give your rats the same bonus, but you can convoke it to make it cheaper, it doesn't have to be attacked to your general, and it won't buff your opponent's creatures.
It's good, but imo you can't have enough. If you're getting a free creature card played every turn on top of maybe playing one (and dropping a land) you're going to easily be playing 3 for every 1 you draw, and late game where you have 8-10 mana free you might well be playing 2-3 a turn plus a free one. When I ran Kaalia I was playing Phyrexian Arena, Underworld Connections, Wheel of Fortune, Reforge the Soul, and Dragon Mage, plus graveyard recursion like Phyrexian Reclamation, and it never felt like enough. YMMV there.

Both Coalition Relic and Chromatic Lantern are strictly better than Manalith. Chromatic Lantern in particular would feel to me to be an auto-include as it fixes colors on top of being a tap-for-anything rock.Unmake over Dismember. Dismember only sends to the graveyard and it won't kill creatures with 6 or higher toughness. Unmake exiles and will take out anything no matter the toughness. Same CMC, too.Return to Dust over Orim's Thunder. Yeah, it won't do damage, but it can hit two targets, and it exiles so it hits Theros gods.Wrath of God is strictly better than Day of Judgement since it prevents regeneration.I'd find some ways to refill your hand, i.e. Wheel of Fortune or Reforge the Soul.Dolmen Gate is a monster in Kaalia, lets you attack every turn without worry just to procc a creature.
Personally I think you're on the right path with Act of Treason. You could build Brion entirely around taking and flinging. There's like 20 Act variants, too. Fill your deck with them, use wheels to refill, and you've got something really interesting that most people won't see coming.
Aren't there a ton of better ways to do that in your colors that don't remove loyalty from your own planeswalkers, though, starting with Prodigal Sorcerer?
Hinder is amazing because it can tuck a commander . . . but it's four dollars-ish and most people don't have one lying around, where as Dissolve and Dissipate are pretty easy to get.
