Deck Challenge: EDH

Hello deckbuilders!!! As you may know, the Innistrad prerelease is coming up, and I'm going to see my best friend for the first time in a few months and I'm going to teach him EDH after the event. He needs a deck to play with, and I'm taking some cards from the Ghave precon so I can't use that. This is really important because I was unable to attend his graduation party, so I want it to be unique.

Your challenge is to build a deck with one of these generals:

Jin-Gitaxias, Core Auger
Homura, Human Ascendant
Shimatsu the Bloodcloaked
Urabrask, the Hidden
Eight-and-a-Half Tails
Erayo, Soratami Ascendant
Kami of the Crescent Moon
Hokori, Dust Drinker
Tomorrow, Azami's Familiar
Shirei, Shizo's Caretaker
Mannichi, the Fevered Dream
Rayne, Academy Chancellor

Also, please keep it below $70 as I'm a poor boy and can't afford to splurge too much.
You can post your deck before it's finished so that people can offer suggestions for it as it's made.

This is relatively budget (low end comes under your $70) but by removing just a few cards, you could make it less without affecting the integrity of the deck. http://www.mtgvault.com/ViewDeck.aspx?DeckID=233414
