I know Rofellos, Llanowar Emissary is Banned as a "Commander" in Tiny Leaders but I haven't read anywhere that he can't be played in the deck itself.http://magic.wizards.com/en/articles/archive/reconstructed/tiny-leaders-big-fun-2015-02-17In this Article the first deck they showed (Commander: Ezuri, Renegade Leader) is an elf style deck that has Rofellos, Llanowar Emissary in it.
