the primary goal is to get out bloodchief ascension and mind crank at the same time, this way when bloodchief ascension hits 3 counters whenever your opponent has a card enter their graveyard they lose 2 life which causes them to mill 2 to their graveyard and reactivates bloodchief ascension for more damge which causes more milling, and it continues...

No because it only helps mill the opponent if it's in your opening hand, otherwise it just lets you cast a spell from an opponents graveyard, and since it's an opponent's and not your own it's less likely to be useful.
