I wanted to build an Anti-Artifact EDH deck, but I didn't want it to be too expensive for a beginner to purchase. There aren't a lot of options as Commanders go, and you pretty much NEED G, R, and U to build it. White is pretty important too.So, the Commander is Horde of Notions.
Pretty easy to play. Make your opponent's stuff into artifacts, kill those artifacts, get through with creature damage and other anti-artifact helpers.

Think I'd take out Emissary of Despair, Shatterstorm, and Haunting Wind since the idea is to pick off artifacts your opponents control 2-3 at a time, thus Emissary of Despair won't do much damage, same with Haunting Wind in addition that Haunting Wind hurts you as well if you have the Lattice in play. Same is true with Shatterstorm... Shatterstorm is great but it's likely to hurt you more than them.
