Well since this is modern (and budget too), lightning bolt would be an obvious choice. Spark Jolt would also be worth a shot since it can let you scry. Um....lighting strike, maybe.

I feel like you have overkill on the things you shouldn't have overkill of. I don't think Obzedat is a nice 4 of and Archangel could lose a copy of itself. When you have white along with black, there is a better card than Insatiable Harpy. There is Kingpin's Pet, a creature with a converted mana-cost of 3 and has flying AND extort, which could really help out your deck. Also on the topic of Orzhov, you could try Blind Obedience to stall and gain life which will be incredibly useful for your deck. Overall, it's decent. Maybe Whip of Erebos will assist.

OK, well maybe as something to flick if needed, you can try Acidic Slime.

Well to make it possibly 3% more possible, you can add Street Wraith x4 to the deck and only use him for filler.

Well if this budget deck can take 4 Thragtusks to it's face, then try some Restoration Angels to help. They should be only $5 so that will help your deck a lot.

Well your Urborg gave me an idea, why not use 3 Urborgs and then add more red / blue multicolored land for a tri-multicolored land effect? Also, maybe a dragonstorm could work.

Well they can be expensive to get.....

Yeah take out the Taurean Maulers. You can't abuse that chanceling ability so it's really just a 2/2 for 3 and then it will get removed sometime later in game.

how about Sylvan Caryatid for more ramp?

Also, if you want to make this modern, I can suggest taking out the 4 buried alives and add in 4 Commune with the Gods.
