Yes, Brawl format.Same rules as commander, but with the standard rotation and banlist, 60 singleton. + no commander dmg
So this whole deck, while nice, would kinda be illegal ^^

How so? Check the legality on the right side of page? Says not legal in standard. Or am I missing something.
Mtg vault reads it as not legal because it shows him having 59 cards in his main deck and 1 card in the the command zone. Brawl won't be exactly like standard. It just features cards legal in standard.
